Statement of Organization, Practices, and Procedures (SOPP)
Section 302(f)(6) of the Magnuson-Stevens Fishery Conservation and Management Act requires that each regional fishery management council prepare and publish a Statement of Organization, Practices, and Procedures (SOPP).
Handbooks
Handbooks build on the Council SOPPs and address the operations of Council advisory bodies, including their terms of reference, membership, and meeting procedures.
Operating Agreements
The Regional Operating Agreement describes how the North Pacific Fishery Management Council and NMFS Alaska Region work together to achieve the shared goal of managing fishery resources consistent with the MSA, and describes their roles, responsibilities, and obligations.
The Joint Protocol Operating Agreement describes how NPFMC and the State of Alaska Board of Fisheries achieve coordinated, compatible, and sustainable management of fisheries within each organization’s jurisdiction.
Enforcement Considerations
NOAA Fisheries OLE, USCG, and the State of Alaska developed a document that outlines law enforcement considerations as a resource for Council and NMFS staff involved in analysis and rulemaking. The Council also has an Enforcement Committee.
